Captain Jorge Devincensi León Rusell

He was born on February 10, 1972. He entered the Navy on February 26, 1989, graduating on January 1, 1994 as Alférez de Fragata.

He is qualified in Naval Aviation. He has followed the Basic Anti-Subversive Level I courses, Correspondence Intelligence, Basic May State, General Insurance, Command and Staff, Computer Security for Counterintelligence Officers, Specialization in Process Management for the State Administration in the Defense Sector, and High Naval Command. He has a Master's degree in Strategic Management and Leadership.

During his service on board, he was Official of the Third Engineering Division at BAP Almirante Grau.

He has been Official Secretary of the Naval Protection and Security Service, Head of the Maintenance Control Division in the Nonaval Squadron No. 32 Officer Secretary in the Command of the Naval Aviation Force, Deputy Chief of the Naval Aviation School, Communications Officer and Deputy Chief of the Navy's General Directorate of Economy, Assistant Officer in the General Staff of the Navy, Second Commander of the Air Navigation Squadron, Chief of the Rules and Procedures Section of the Organization Department in the General Staff of the Navy Navy, Air Force Squadron Commander No. 21, Staffing Officer of the Joint Staff of CE-VRAEM, Head of the Command Post Department of the 3rd DIEMCCFFA in the Joint Command of the Armed Forces, Head of the Department of Civil Affairs of the State Greater Joint of the CE-VRAEM in charge of the Joint Command of the Armed Forces, Commander of the Aeronaval Group Nº 1, and Official in the Minis Defense Ministry.

He currently serves as Deputy and Naval Defense Attaché to the Embassy of Peru in the Republic of Ecuador.
