Rear Admiral Walter Ronald Rabines Cuttin

He was born on April 20, 1968. He entered the Naval School of Peru on March 1, 1985, graduating with the rank of Alférez de Fragata on January 1, 1990.

He is qualified in Naval Engineering and Surface Warfare. He has followed courses of Intelligence by Correspondence, Basic Staff, Motors and Electronics of Missile Corvettes, Command and Staff, Inspections of Minor Vessels, High Command Program. He holds a Bachelor's Degree in Marine Maritime Sciences, a Diploma in General Management, and a Master's Degree in Aeronautical Engineering.

During his service on board he was Armament Officer at BAP Herrera, Head of the 2nd. Logistics Division at the BAP Almirante Grau, Chief of the 3rd. Engineering Division at BAP Villavisencio, Head of the Engineering Department at BAP Herrera, Second Commander of BAP Sánchez Carrión, Commander of BAP Larrea and Commander of BAP Tacna.

He has served as Communications Officer in the Directorate of Naval Engineering, Second Commander of the Naval Station "El Salto", Head of the Programming Office in the Naval School of Peru, Head of the Engineering Division in the Commercial Naval Office, Head of the Procurement Division in the Health Office and Naval Medical Center "Cirujano Mayor Santiago Távara", Deputy Chief of the Organization and Processes Division in the General Staff of the Navy, Chief of the Operations and Intelligence Section in the Command of the Fourth Naval Zone, Official of the 4th. Section of the General Staff in the General Command of Operations of the Pacific, Chief of the 6th. Section in the Secretariat of the General Command of the Navy, General Secretary of the Joint Command of the Armed Forces, Attaché of Deputy and Naval Defense to the Embassy of Peru in Argentina and Uruguay, Sub-Director of the Superior School of Naval War, Director of Naval Land Transport.

In 2018, the government grants him the rank of Rear Admiral and is appointed Chief of Staff of the General Command of Operations of the Amazon and Fifth Naval Zone.

In 2019, he assumes the position of Director of Welfare of the Navy.
