He was born in La Hacienda "Santa Clara", Tarma province, Junin Department, on August 30, 1900. His parents were Mr. Francisco Alvariño, from Lima, and Lady Clara Herr . He married in 1929 to María Antonieta Llavería, with two sons.
His studies made them at San Ramón High School in Tarma; to move to Lima, he studied at the former La Inmaculada High School, and your average instruction started in Lima Institute, ending it at San Agustin High School.
In March 1918 joined the Naval Academy, occupying the top of hir class, and graduated as a midshipman on January 3, 1923. As such, he was appointed to complete his studies and practices on board a ship of the Compañía Peruana de Vapores, traveling to Europe. To his return was destined as staff of the BAP "Admiral Grau" and "Colonel Bolognesi". Before completed two years of service aboard, entered as official student to the school of Hidroaviation in Ancon, which passed by a stage of reorganization under the influence of it mission Naval American. Being Ensign, is letterhead as a Naval observer pilot on December 31, 1926.
In 1927, was appointed in the Senior Staff of the Air Forces of the Mountain, when he was a lieutenant junior grade. By then is was of establishing the line air national of the East, and Alvariño was chosen by his serenity and expertise. On 26 October of that year he made the first flight from Lima to San Ramón, Junín Department, conquering the Andes on the high summits of Ticlio and Morococha, to more than 6 thousand meters of altitude. Upon arrival to San Ramon was appointed Chief of the Air Base, dedicating itself to explore the area and organize its operation. To beginning of 1928 opened the service postal air San Ramon-Iquitos in form regular, flying to the town of Masisea, in Ucayali. The following year, in July, he earned the rank of Lieutenant, and definitely joined the service of Hydroaviation in January 1930. In merit for his outstanding work in the Foundation and development of the aerial line of the mountain, was awarded "Cruz Peruana de la aviation" second class.
On March 24, 1933 during the conflict with Colombia, at 03:15 am, Alvariño came out of San Ramon direct to Masisea, in company of his mechanical the non-commissioned officer of aviation 1st Hector Rubio Cavassa, to the command of a squadron. For the wrong time, ordered return to the point of origin to the two aircraft that it accompanied. His disappeared without leaving any trace, giving beginning to a long and fruitless search. Not was but until May 1944 that were found the remains of the ship "Vought Corsair" and of its occupants. The nation, as a posthumous tribute, amounted to Alvariño to the rank of Lieutenant Commander. Also, the basis of San Ramon received the name of "Captain Alvariño".
Alvariño Herr exploits were not futile: managed to establish a quick and definite route that contact Lima and Iquitos, with San Ramon scale, at the time for tactical purposes in the conflict with Colombia, and then as an alternative communication in times of peace, becoming meritorious effort to overcome the age-old isolation of the Peruvian jungle.
